. Strengthened Ballast Water Regulations and fought the Cruise Ship Industry's attempt to circumvent them.
. Helped create California State Lands Commission public trust policies to ensure that new development on
public trust lands do not include ancillary unprecedented uses.
. Worked with the Environmental Health Coalition to secure the acquisition of salt ponds in the South San
Diego Bay to help create the San Diego South Bay National Wildlife Refuge, and advocated for stronger
discharge permits for the South Bay power plant.
. Opposed Sea World's Lease Revision, which allowed for vastly increased use of fireworks in
Mission Bay, the construction of a massive splash-down ride, and a waiver of the 30-foot height limit.
. Fought big oil companies' plans to leave decommissioned oil rigs - basically steel trash - on the ocean
floor.
. Worked with the Surfrider Foundation to create a state policy on shoreline protective structures and sea
walls constructed on public tidelands to require rent and mitigation for any adverse impacts the structures
have on public trust uses.
Senior Advisor to Lt. Governor
. Advocated for the revamped University of California admissions process, which includes a more
comprehensive evaluation of applicants and a dual admissions program where students may be granted
conditional acceptance after completing a transfer program at a community college.
. Spearheaded the San Diego region's College Opportunity Outreach Program (COOP) to promote public
awareness of the state's $1.2 billion Cal Grant guarantee program and other policy changes that give
California high school graduates unprecedented opportunities to attend college.
. Coordinated Contract to Fight Breast Cancer, a voluntary program under which employers agree to
provide their employees with adequate time off to receive an annual breast cancer screening. More than 200
companies joined the program, assuring that thousands of mothers, wives, and daughters will have the
opportunity to be screened for breast cancer.
